The ice around Luleå has long been an obvious part of life in the north. Here, people meet to skate, fish, take a walk, or just enjoy the light and expanses. At the same time, these winter rooms are filled with stories that rarely take place in our shared environments. The Sámi presence in the urban space is today limited, despite the area being located in Sábme. There is a strong desire to create greater visibility, more perspectives, and new conversations about place, identity, nature, and the future.

Through Horizons, the ice outside Luleå urban area and in the archipelago will be developed into artistically designed meeting places over two winters. Existing windbreaks on the ice track will be given new life through site-specific works created by Sámi and international Indigenous artists. In the next step, new structures will be established further out in the archipelago, designed according to the place's own conditions.

The initiative is carried out in close collaboration with Luleå Municipality, Luleå Archipelago Association, and Lule Boden Sámi Association. Together, eight designed places for spontaneous meetings and reflection are created. The art moves out into the winter landscape and opens up new ways to experience both nature and each other.
