About us
Leader Spira Mare is a non-profit association that works with rural development through the leader method in the pentagon municipalities of Norrbotten – Boden, Luleå, Kalix, Piteå, and Älvsbyn.
The association
The association Leader Spira Mare promotes, conducts, and coordinates local and regional development work through the Leader method. Our mission is to promote economic, social, innovative, and ecologically sustainable development through cross-sector collaboration between the non-profit, private, and public sectors.
Strategy & vision
Each leader area has its own strategies that form the basis for development work in their respective areas. Spira Mare's strategy is based on local development needs and has been developed together with the non-profit, private, and public sectors within the pentagon area of Boden, Luleå, Kalix, Piteå, and Älvsbyn.
The development strategy constitutes the framework for our work and guides the distribution of leader support. It describes, among other things, what needs to be done to increase employment and competitiveness, as well as to create an attractive area to live in and visit.

The Leader method
Leader is a successful method used throughout the EU to develop rural areas. The Leader method is based on local anchoring and engagement. We who live and work in an area are the ones who best know how the place should be developed.
Through Leader, there is an opportunity to apply for support for development projects that contribute to the goals of the local leader area's strategy. Leader projects are financed through EU funds and through state and public co-financing at the regional and local levels.

The office
It is to us at the leader office that you reach out if you, your association, or your organization has an idea that could become a leader project.
We provide you with advice and support throughout the process, from idea to project. Contact us, and we will help you move forward!
The board
Leader Spira Mare is a non-profit association and a partnership between the non-profit, private, and public sectors. The work is led by the association's board, which consists of individuals from the various sectors, as well as from the different municipalities included in the pentagon area.
The board is elected by the association's members based on experience, competence, and network contacts, as well as their passion for the area's rural development.
The board makes decisions about the development initiatives and the projects that will be implemented.
