The development strategy forms the framework for our work and guides how we can allocate leader support. During 2021 and 2022, the current development strategy has been developed together with the non-profit, private, and public sectors in Boden, Luleå, Piteå, Kalix, and Älvsbyn.
The strategy describes what needs to be done to, among other things, increase employment, become more competitive, and create an attractive area to live in and visit.
We have three goals in sight
Goal 1
Strengthen the area as an attractive destination
We want an area that we long for, where we feel at home and welcome to live, thrive, and work. Where we can balance our life puzzle, where we feel secure in our daily lives, and where we can do things together, have a social context, and develop on our own terms. Such a place we want to showcase, it becomes attractive to settle in and to visit.

Goal 2
Strengthen sustainable private and non-profit entrepreneurship in rural areas
A broad and sustainable business sector increases the area's attractiveness and attracts the local population with their relatives to be part of the community outside urban areas. It also provides a broader job market that enables more people to stay in the region.

Goal 3
Strengthen inclusive community development in rural areas
Through an active civil society, and inclusive communities that work for increased participation in local development, a sense of future and well-being is created that enhances quality of life.

Our focus areas
FOCUS AREA 1
An attractive countryside
This focus area primarily relates to the goal of attractive destinations.
The area's local and regional actors should be encouraged to develop new solutions for rural welfare, for housing, services, and infrastructure, in creating a modern countryside with the support of digitalization in society. This work also includes increasing the comfort factor by developing the range of cultural and recreational activities that both residents and visitors can participate in and that create attractiveness and a sense of future.
This could, for example, be projects aimed at:
- supporting the development of a functioning infrastructure and services
- improving opportunities for trade and services
- creating more housing opportunities in rural areas
- developing the local offering of nature, culture, and recreational activities.
FOCUS AREA 2
Entrepreneurship in the countryside
This focus area primarily relates to the goal of strengthening sustainable private and non-profit entrepreneurship in rural areas.
The area's entrepreneurs, both private and non-profit, shall be encouraged to develop small businesses and activities that contribute to creating growth and employment in the countryside in a sustainable way. To create a sustainable economy, we welcome projects where entrepreneurs and associations in the countryside create joint business models that benefit both civil society's people and the climate.
This could, for example, be projects aimed at:
- increase the number of entrepreneurs with the goal of creating employment
- enable an idea or a hobby to become a job opportunity
- develop methods, products, and services
- increase competence that can lead to new business solutions, business networks, increased competitiveness
- develop initiatives that benefit the climate and locally produced goods
- package local services and products
- implement marketing and business development efforts
AREA OF INTERVENTION 3
An engaged and inclusive civil society
This area of intervention primarily derives from the goal of strengthening inclusive community development in the countryside
The area's local and regional actors shall be encouraged to actively work for local development and community. Through the leader method, all project applicants are encouraged to collaborate without borders so that different types of competencies consult on development and broaden the debate. The presence of the non-profit sector acts as a glue that holds together the communities and the population and activates them for leisure and cultural activities that increase quality of life. Well-being and future confidence are created through inclusive communities.
This could, for example, be projects aimed at:
- find new ways to engage
- use digital solutions to create development within civil society
- create or preserve meeting places
- create or preserve cultural and recreational activities
